A CD "Grindr" app?

I use Grindr (don't judge!), and there's definitely times I wish there were a CD version to meet other T-girls in my area to chat, friendship. I'm all too aware of the variables (privacy concerns, safety issues), but still, there should be a way to accommodate this and be successful. Thoughts?

I played around with Grindr a while back listing myself as trans and believe it or not there WAS some interest. I don't know if I would use it now (post transition) but it is a fun App.
