Ok im not so go with makeup terms here. I used a black eyeliner pencil to shade around the eye, but I am having the hardest time getting this stuff off. Any suggestions as to the quickest/easiest way to get this off?

A simple exfoliating facial wash does it for me.
I use the Ponds make up wipes. They are great. Quick and no irritation.
They are available at any pharmacy, Target, Walmart, etc.
I'm with both Sharon and Terry. Facial wipes and facial wash are usually best. Takes practice and patience. Ericka
Vasiline and cotton balls takes off makeup cheaply and well. Works great but it's just a bit messy.
Any comercial makeup remover should work well also.

Some makeup companies make a special remover for eyemakeup (I use AVEDA brand).

In addition to all the above, which work very well, try baby oil and cotton pads or balls
When I go out I take a small
zip lock bag with a few Ponds wipes in it so I
can take my makeup off. I also then can use the
wipes to take off just the area of makeup I want
and not all of it, if I'm re doing my makeup. I love
the plastic container they come in. I can stick it in
a suit case when I travel. It's good enough that it
won't leak fluid on my dresses and other clothing.

Baby oil (mineral oil) or vasline---will take ANY oil or grease based makeup off--and quite easily, I might add.
I have always used liquid acrylic paint for eyeliner BTW, It covers well, stays on, resistant to moisture, but washes away with soap and water. And being a PLASTIC (after drying) is usually inert to skin.
I guess I am just too cheap to buy that stuff.
I use the no more tears baby shampoo. It takes off the most stubborn make. For me anyway.

Use ponds cold cream, or some other generitc brand. Rub it onto the area you have make-up on and then wipe off gently with tissue paper. Repeat until the tissue no longer shows any black.
