I say that toplessness needs to be treated the same across the board, regardless of gender.

If it not proper for a woman to go topless, it should not be proper for a man to go topless either.

If it is proper for a man to go topless, it should be proper for a woman to go topless.

Before about the 1930's male toplessness was considered indecent. One can see men's swimsuits in Victorian times that covered the chest.

I can go topless without fear of arrest because of what is between my legs, and my driver's license has an M gender marker. I am quite far from being flat-chested. On the other hand, some flat-chested genetic woman could be busted for toplessness.

Now on the other hand, I have a full head of hair, a femme haircut, and wear lipstick. So I look much more like the wife than the husband...
