It depends on your body frame. Bra inserts may not be big enough to make some folks (like me) look proportional. Foam inserts also don't move like real breast tissue (but, on the other hand, are much lighter than silicone forms.)

Once you get silicone you'll never go back. If you really need cheap, do the water balloon trick. But if you can find a cheap (less than $50US) pair of silicone forms go for it.
