Heres a quick how to a pair of very good breast forms.
All you need to buy is some artificial ice, often sold under the name of blue ice or many other brands. The material varies in thickness but it is all about the same weight and quite a bit thicker than water.
and a pair of either 24 inch or 36 inch paddle balloons. You can get these at party supply stores or by doing a search online for paddle balloons. They are round and are much heavier than regular balloons.The company I got mine from is no longer in business so I cannot reccommend anyone. I am re-using these because after a year or so the material begins to evaporate. This balloon is a 24 incher but I would get the 36 inch. These are just a bit smaller than they should be

The material I am using today is very thick. The hardest part is getting it into the balloon. Here is what I use. Just fill it with the top screwed off, then squeeze the material into the balloon.

The reason I feel the 36 inch balloon is best is that for best results the balloon should not be full at all. It should feel loose. If filled too full it will feel like a balloon, not a breast. Get as much air out as you possibly can, no air is best, then tie the balloon. After tieing it should feel LOOSE!!! Mine here is not quite as loose as it ought to be but it will do.

Take an old pair of pantyhose, put the form into it with the knot towards the point of the toe, spin the form and double the leg over the form and knot it as close as you can to the knot in the balloon. Here is a finished form.
Like I said it ought to be even looser, but it will work. That is why the 36 inch size balloon is better.

If you make them correctly they look and feel remarkably like the real thing.
They bounce and are the correct weight, the nipple feels real. If someone else were to feel them through your bra they would swear they are real. Here is a pic of me wearing them.
