Last night we were at a New Year's Eve party. Maybe 100 people there. One of the guests was wearing a pair of men's work boots, a man-style T-shirt top and a just above the knee sparkly, floaty chiffon skirt!
He claimed his buddy had told him it was a fancy dress party. I have my doubts - what do you think, folks?

The outfit is odd enough for the guy to be telling the truth.

Catriona,
He'd obviously just fallen off the top of the Xmas tree !

If pictures were taken, he can blame it all on too much champagne.

Does seem a bit odd, but maybe he just likes skirts and wearing work boots and T-shirt helps him keep his manhood intact with a lame excuse too boot.

Was he having fun? if so, that's cool, besides if he has the legs to rock it - why not.
I would doubt a serious CDer would mismatch, so my guess is he did it for fun.

It could have been me. That is the way I would like to be able to dress like. If I feel like it, I would just wear a skirt and go out and about.

My money is on drunken NYE reveler......not enough elements of femininity to be "expressing" anything.

Maybe his mate was ' skirting ' round the dress regulations..... OK I'll get my heels, hat and coat.

Who knows...but cool! I love the diversity of gender expression!

It's good for a 1-liner, but I don't think it's enough to carry you for an entire evening.
Besides, it's a skirt, not a dress; perhaps he was just skirting the issue?
