The only thing that will help grow breasts is hormones, and the size you could develop is a function of your family's genes.

As far as pumps go I've heard they only leave big hickeys on you, and if they do work at all it's quite temperary. Definitly see a doctor about getting on hormones. But do not try hormones with out first consulting a physician, they can cause some rather adverse effects if your body rejects them. Be safe ;)
