If your male chest size (i.e., jacket size) is 38, you will probably find that a 38 bra size is too big. Men measure for jackets at the broadest part of the chest; women measure their band size a few inches lower. To find out where to measure, put on a bra (pretty much any one will work so long as it fits at least somewhat) and get it into the right position. See where the bottom of the band sits? Measure there. Then you can follow the sizing instructions for any lingerie store.

As far as cup size goes, that depends what you are going to fill it with :) If you want to just cover your own chest with no padding of any sort, then your cup size will probably be somewhere between AA and B, depending on how fleshy you are. If you are going to wear breast forms or whatever, then pick the corresponding cup size.
