I've been thinking about this; silicone breastforms are nice, but have no sag or lift to them.
Nearly every woman's breasts sag; they cup them, and bring them up and put on their bra.
However, the breast forms out there don't do that.
So I'm considering making my own. Not the rice ones, but more realistic ones.
I'd need: a round material for the base (base = touching chest)
Some material to fill in (silicone)
Some material which can attach to the base, is flexible (to allow for sag).
So, my questions; what material would be best for base? Which attach to base?
And what would be the best way to attach (base material) to (flexible material)? Thanks for any advice, suggestions, etc.

Glycerine or a 50/50 antifreeze mix in surgical gloves works well for the "sagging" look. You have to be sure all the air is out of the gloves before you tie them off however. I used to used these before I got BF's but who wants sagging breasts really? No real woman for sure. Ericka

I just use the gel used in freezer packs inserted into a round ballon, which is double wrapped in an old nylon.
