I agree with Joy. There's no one thing that just does it. Each step of getting dressed is just one of many building blocks. Each block is important. The experience of dressing in itself does it for me. When finished I feel

For me the process of getting made up does it for me. Not only do I love to play with eye makeup and lipstick etc, but I LOVE what I see my femme self in the mirror when I'm done.

On one occasion I dressed when the world around me was distracting me from what I was doing, and even though I got dressed and made up very quickly, I never quite mentally transistioned to Tina. That was a bit unnerving and very disappointing. Determined to not let that happen again I thought about what order of dressing let me transform most easily. Based on that I've developed a little ritual:

Nails (I must have nails done to watch my hands doing my makeup)
Hose (if any)
panties (tucking)
bra and forms
then heels, and that's when I walk up the mirror to start my makeup and Tina starts winking back..

Heels alone aren't good enough...but the ritual is a winner every time!

But but but...the makeup, the outer garments, the hair....

But the lipstick...ah...that's the final touch...that is when Tina has arrived!

I love all of it. I love pulling the stockings across my legs. I love to apply foundation and blush. I love to put on lots of eye make up. But the thing that I leave to last is putting on lipstick. That is what does it for me. I love to primp in the mirror after the lipstick goes on...great question...
