I don't know if this is the place to ask a technical question, but here goes.
I'm a small guy, usually buy clothes in the boys' dept. girl size 5, bust 40AA.
I found a beautiful spring outfit- skirt, top, and blouse. Should I buy according to the female waist size or top size? Thanks for any help.

Purchase clothing by your largest measurements. Choose your tops by the size of not just your chest, but by your shoulders also. A 40-inch chest means you're probably either large or extra-large, anywhere from sizes 14 to 18 US. Skirts are chosen by your waist size.
Check the sizing charts from every retailer's website as they may vary from one manufacturer to the next. Frederick's sizing may not mesh with another retailer. Even if you buy your clothing in person (and assuming you don't try them on in the store) it is a good idea to consult their website first so you know beforehand what you need.

For me I typically need to buy skirts and tops separately. That way I can adjust for my chest size and still get a skirt that fits. For dresses, if I buy one that fits my chest, it's way to big for my hips :mad:
