I would get a bra and some breast forms. Foam breast forms are inexpensive and work fine for filling out a bra if you want to keep costs down. It is what I started with.
I still have the first bra and foam forms I bought, but the bra no longer fits and forms are too small. I've kept them though - reminds me of where I started on this journey.
