If you want to use water balloons for boobs, that's fine. Not as good as real breast forms but they do work.
The trick to water balloons for boobs is to not fill them with water to the point where they stretch and the material is under tension. Unfortunately, with standard sized balloons, this results in very, very small boobs, perhaps an inch and a half in diameter. Useless.
You need to find extra large balloons, perhaps 36" balloons (this is the inflated size, not the size you will end up with as "boobs"). Fill them no more than where they begin to stretch, close them off and they will be fine. Doubling up the balloons (one inside the other) is good insurance.

I agree, all my balloon forms are 36" balloons, barely filled. I do have on set of forms using 24" balloons, they are about a 38B on me. My 40DDD balloon forms are limp, not stretched at all, my 38H forms are full, but not stretched, my 38M, well......they got stretched a bit!
I'm glad you were both amused -- and that this happened at home where you could deal with it. When I first started "augmenting", I quickly learned to use doubled pairs of poly bags instead of balloons -- they were what the newspaper came in -- but when I began going to my local group's meetings, I switched to stockings stuffed with rice. Nowhere near as messy, and unlikely to embarrass me in public.
Try larger double balloons and add some of the gel beads that you get for fresh cut flowers. It works and is far safer.
