As one who grew up in the 90s I would have to say Amy Jo Johnson as Kimberly Hart from Power Rangers. I guess looking back at it she was probably one of my reasons for starting to crossdress. Watching power rangers I used to be in love with her outfits. But i didn't fully get into crossdressing till my early teens.

Back in the 70s It was the women on the Price is Right. There were three of them and they always looked beautiful in dresses or skirts and blouses. Always wearing pantyhose. Dont know if that is celebrity enough

I thought and thought about this and you asked "the first." So I have to believe it was Amanda Blake, Ms. Kitty. Not only for her beauty but the wonderful costumes she wore in all the years of Gunsmoke. Her wardrobe and persona was as appealing as she was.

Without question, Tatum O'Neal in the Bad News Bears. She was about my age at that time, and she was pretty and she could play baseball. So in my mind, she was the whole package.
