Halloween is great for dressing up in something sexy and going clubbing. It seems the weekend before Halloween is often the best time to go if it lands in the middle of the week. Some clubs, like The Castle in Tampa, are full of people in costume two weekends before Halloween. I have seen some great outfits on women there. I should have taken more pictures. One of the best was a woman dressed as Megamind. The makeup was awesome. No one would even give a second look at a crossdresser. You would blend right in.

So I am on the side of no unless its a more organized event.
In my humble opinion it is naive to think dressing convicingly as a woman on Halloween will not raise suspicions even if it is a women's costume. How many guys are going to shave their legs and chest for a Halloween costume? And as a counterpoint how often have you seen or heard about a woman dressing convincingly as a man on Halloween? I dressed as a woman on a Halloween almost 50 years ago but my transformation skills were amateurish and I still had a moustache so far as I know no one concluded I was a crossdresser.
I went to a Halloween party with the wife dressed as a woman, a head to toe dressed from the skin out woman. I had a Jamie Austin makeover ahead of it and drove home en femme too so I looked....way too good. It was in 2007 and I wish I didn't do it. I heard a few comments after it from attendees, nothing crazy but that was shortly thereafter and nothing since. I've had to work to make people think that it was a one-off event so in warm weather I'm a hairy manly, scruffy faced lunk so as not to give off any suspicions, in the cold weather it's a different story as I shave my body and indulge.
Halloween was never a holiday I was enthusiastic about.... I know I was a weird kid... It sort of like how I don't get enthusiastic about Superheroes. Superman and Batman was about as far as I go. Well. since I'm gay, Chris O'Donell's Robin... but I digress. Yet, I always equated dressing for Halloween to going out to partying hardy on New Year's Eve, armatures... I don't do it.
Not much of an event in the UK unless for kids as Shelly pointed out. I know from seeing a Halloween parade in New York in 2014 it is massive in US.

That is my wife's attitude when the temperature dips below freezing. When we lived in NYC she cursed the freezing cold air as she waiting for the elevated train while wearing the mandatory shirt/dress, heels and hosiery. Me? I enjoy the ability to dress warmly in a coat and have that gust of cold air freezing my legs that are exposed under my dress, slip and hosiery. Enjoyed the total female experience!

On Halloween up in Vegas I saw so many guys wearing boobs that even I was pleasantly amazed.
Being a crossdresser and going out in public is never a mistake, Halloween or not.
Unless you need all that evil shame and self imposed guilt trip.
I've waited so long for this time. Makeup is so frustrating. Shaking hands and I look so old. This was a mistake.
My new maid's outfit is cute. Sure fits tight.
And then I step into the bedroom and in the mirror, I see a beautiful woman looking back at me.

I dressed as a barbie girl one year, had this gorgeous pink corduroy pleated mini skirt, pink vest top, blonde curly wig, borrowed really femme cowboy boots from a friend's gf and got my brother gf to do my make up, I wore fishnet tights and wore panties.
It was one of the best nights I've ever had, feeling that pleated mini hitting my legs when walking, the cold air on my shaven fishnetted legs and the sound of my short heels hitting the floor.
It was sensory overload all night!
And to answer the actual question, yes! It's a great excuse to buy items or borrow them and 'practice" wearing the items and walking in heels. People will find it funny, but in your head you will be delighted!
I was actually thinking about going as a dude this year...
