The WPATH guidelines are very clear that the use of hormones is not limited to those who will eventually transition completely but that this can be used by professionals to alleviate the symptoms of dysphoria without transition in certain cases.
Neither you, Rogina, nor Veronica are qualified medical practitioners treating Anne. Your uncharitable speculation as to what may or may not be Anne's motivation is just that: speculation.
