It's not illegal and can't imagine any mall wanting to risk a law suit by asking you to leave. Of course if the outfit was to revealing and not decent for public places, they might have a leg to stand on. As for any store doing your makeup, they do reserve the right to refuse service to anyone for any reason. I'd call the manager and ask. I'd also want to know if the makeup artist is comfortable in dealing with me.
